Information on the outcome of the fight against illicit trafficking of drugs and psychotropic substances in the country during the 9 months of 2017

   Results of the fight against illicit drug trafficking in the country during the 9 months of 2017 are summarized in the Working Group of the State Commission on the fight against Drug abuse and Illicit Trafficking of Drugs.

   Thus, in the 9 months of the current year, 2373 facts were revealed by law enforcement agencies in the field of drug trafficking, of which 678 of drugs, psychotropic substances or precursors were illegal for the purpose of possession, storing, transporting, sending or selling, of which 1455 were illegally acquired and stored drugs, psychotropic substances and their precursors without the purpose of sale, 196 illegal cultivation of narcotic plants, and 44 others.  

   According to the facts, the total weight of 1 ton 25 kg 434,074 grams of various types of narcotic drugs and psychotropic substances, including 12 thousand 670 hemp shrubs, 8 kg 915,4 gr of strong substance, 58 kg 162,7 gr toxic substance confiscated. The confiscated narcotic drugs, psychotropic substances and their precursors consisted of 599 kg 305 gr marihuana (58,4%), 173 kg of 714,044 grams of opium (16,9%), 180 kg of 262,668 grams of heroin (17,5%), 5 kg 564.2 grams of hashish (0.6%), 1545 pill, including 4 kg of 302 psychotropic substances (0.1%), 66 kg of 677.752 grams (6.5%).

   1955 people were involved in criminal responsibility, of which 4 were under 18, 154 were under 18-25, 281 were under 26-29, 1516 were over 30, including 21 workers, 1726 were non-working, 764 were persons committing repeated crimes, 1926 were men, 29 were women, and 36 were foreign nationals, of whom 112 kg in total more drugs and psychotropic substances were seized.

   Also, 173 tons 430 kg of 202 grams (370 thousand 760 units) of narcotics from the 448 hectares of 36.86 land plots were destroyed by the green mass with the participation of the Ministry of Internal Affairs and the Ministry of Ecology and Natural Resources, the Ministry of Agriculture, the State Customs Committee, the State Border Service and other related organizations.

   According to the data of the National Drug Center of the Ministry of Health of 31.12.2016, 29.448 people were registered at the Center, of whom 24.056 were dispensaries and 5.392 were prophylactic. Of them, up to 18 are 5 people, 612 are women, 183 are toxicants and 20,576 (459 women) are injecting drug users. 2,142 new registrations were registered in 2016 and 1,249 were officially registered.

   According to the Ministry of Health AIDS Center, the number of newly discovered HIV infections in Azerbaijan during the first 9 months of 2017 was 390, of which 385 (97.7%) were citizens of Azerbaijan, 5 (2, 3%) are foreigners.

   Overall, 6575 HIV-infected people were registered in the National AIDS Center from 1987 (the date that for the first time HIV discovered in Azerbaijan) to 01 October 2017, of which 6364 (96.7%) were citizens of Azerbaijan, 211 (3.3%) are foreigners, 4817 (73.7%) of people infected with HIV were men and 1758 (26.3%) are women.

   In 3029 out of 6575 confirmed cases of HIV infection resulted from drug use, 2230 (74.2%) of them were registered in the dispensary. The total number of HIV-positive patients attending ART on 01.10.2017 was 4024, of which 1760 were IDUs. Of the 486 patients attending ART for 9 months of the current year, 106 IDUs were found.

   During the corresponding period of 2017, 19601 people have been examined by the Ministry of Internal Affairs for the purpose of determining all types of intoxication of persons sent to the Republican Narcological Center of the Ministry of Health. 1090 of them were examined for the use of drugs and 586 users were identified and registered accordingly. At the same time, judicial and narcological medical examination of persons sent by the Ministry of Justice to the Republican Narcological Center was ensured and 1563 persons were examined.

   943 of them have been subjected to the compulsory treatment of drug addiction. The total number of drug addicts who have been treated internally for the narcological medical unit is 27. Of these, 12 of them are undergoing treatment.

   Also, 2582 patients were admitted to hospital for the last 9 months, 939 of whom were admitted to treatment with “mental and behavioral disorders as a result of the use of alcohol (F10), 1454 were diagnosed with mental and behavioral disorders as a result of opioid taking (F11). At the same time, 216 patients are receiving treatment in the two methadone substitution treatment programs. 167 of them are at the National Drug Center and 49 are in the Center for Combating AIDS.
