Information on the outcome of the fight against illicit drug trafficking and psychotropic substances in the country during 6 months of 2018

 Results of the fight against illicit drug trafficking in the country during 6 months of 2018 are summarized in the Working Group of the State Commission for the Prevention of Drug Abuse and Illicit Drug Trafficking.
 
   Thus, during the six months of the current year, 1853 facts were discovered by law enforcement agencies in the field of combating against illicit drug trafficking, of which 525 were illegal for the purpose of selling, storing, transporting, sending of drugs, psychotropic substances or precursors, 1180 illegally acquired and stored drugs, psychotropic substances and their precursors without the purpose of sale, 118 illegal cultivation of narcotic plants, and 30 others. According to the facts, the total weight of 1 ton585 kg 686,765 grams of various types of drugs, including 6958 units of smuggled goods was confiscated.
 
 Among confisticated narcotic drugs,, psychotropic substances and their precursors were   510 kg 752,924 g (21%) marijuana (32.2%), 199 kg 523,602 g opium (12.6%), 803 kg 880,072 grams of heroin (50.7%), 51 kg 356,945 grams 2,086,845 grams of psychotropic substances (0,2%), 2510,732 precursors (0,1%), including 2 kg of 256,4 grams of hashish (3,2%), 16 kg 215,884 grams (1% 1 kg of 480.2 grams of toxic substances, 0.01 gram Lyscite (LSD) (140 carton plates of 0.7x0.7), 397 vials mydrax 100% and 4961 pills.
 
    Also, with the participation of the Ministry of Internal Affairs and Ministry of Ecology and Natural Resources, the Ministry of Agriculture, the State Border Service and other relevant bodies,  78 ton 883 kg 897 grams (158 thousand 034 units) of drug-containing plants in the form of green mass from 384 hectares of land were destroyed.
 
    1287 people were involved in criminal responsibility, of which 4 were under 18, 89 were aged 18-25, 163 were under 26-29, 1031 were over 30, including 16 workers, 1070 unemployed, 3 employees, 1 executive or   material responsible person, 1 agricultural worker, 471 offenders, 10 previously registered, 1271 men, 16 women, 35 people were foreign citizens. 19 foreigners were from the Islamic Republic of Iran, 6 from the Russian Federation, 5 from Georgia, 2 from Ukraine, 1 from Turkey, 1 from the US and 1 from the Republic of Ireland.
 
   According to the 31.12.2017 data of the Republican Narcological Center of the Ministry of Health 30.131 people were registered at the center, of whom 25,139 were registered in dispensaries, 4992 were in preventive registration. 595 of them were women, 212 were toxic and 21038 (470 women) drug users. 2115 people have been registered in 2017 and 1432 have been registered.
 
  According to the Ministry of Health AIDS Center, the number of newly discovered HIV infections in Azerbaijan in the first six months of 2018 was 306, of which 298 (97.4%) were citizens of Azerbaijan, 8 (2 , 6%) are foreigners.
 
   In general, discovered HIV-infection in Azerbaijan for the first time from 1987 to  July 1, 2018  at the Republican AIDS Center 7061 have been registered with HIV, 6833 (96.8%) of them are citizens of Azerbaijan, 228 (3.2%) are foreigners, 5,137 (72.7%) of people infected with HIV and 1924 (27.3%) are women.
 
    From 7061 confirmed HIV cases  3103 (43.9%) of the HIV infection resulted from injecting drug use, 2250 (72.5%) of them were registered in the dispensary. The total number of HIV-positive patients attending ART on 01.07.2018 was 4568, of which 1853 were IDUs.From the 360 patients attending ART for 6 months of the current year, 48 were identified as INI.
 
    During the II quarter of 2018, over 7710 people sent   by the Ministry of Internal Affairs to the Republican Narcological Center of the Ministry of Health.were examined by the purpose of determining all types of intoxication.  902 of them were examined for drug use and 447 users were identified and registered.
 
   Also, 810 patients were admitted to hospital for treatment, 183 of whom were admitted to treatment with mental and behavioral disorders (F10), 627 patients were diagnosed with "mental and behavioral disorders as a result of opioid admission" (F11). At the same time, 262 patients undergo treatment in two polyclinics operating under another treatment program. 204 of them are at the Republican Narcological Center and 58 are in the AIDS Center
