Information on the results of combating illicit trafficking of drugs and psychotropic substances in the country for the first 9 months of 2019.

  Results of the fight against illicit trafficking of drugs, psychotropic substances and their precursors throughout the country for the first 9 months of 2019 were summarized by the regularly operating Working Group of the State Commission on Combating Drug Abuse and Illicit Drug Trafficking.

  Thus, during the first 9 months of the current year, law enforcement agencies have revealed 3,660 facts, including 1,071 illegal drug sales, 2,290 illegally acquired and 261 illegal cultivation of narcotic plants; 38 were related to other crimes

  According to the revealed facts, various types of narcotic drugs and psychotropic substances weighing 1 ton 974 kg 622 grams, including 247 964 kg of cannabis were removed. In addition, 369 kg 500 grams of precursors, 236.2 grams of highly effective substance and 12 kg 500 grams of toxic substances were seized from illegal turnover.

  Confiscated narcotic drugs and psychotropic substances consisted of 685 kg 111 grams of marijuana (34.6%), opium 247 kg 532.6 grams (12.5%), 813 kg 888 grams heroin (41.2%), 21 kg 433.1 grams hashish (1.0%), 4 kg 009,185 grams of cocaine (0.2%), 202 kg 647.6 grams psychotropic substances and others (10.2%).

  Also, 126 tonnes of 844.9 kg (247,964 units) of green mass of 2401 hectares was destroyed with the participation of representatives of the Ministry of Internal Affairs, Ministry of Ecology and Natural Resources, Ministry of Agriculture, State Border Service and other relevant agencies.

  2618 people were brought to criminal responsibility, 8 of them were 16-18 years old, 209 were 18-25 years old, 397 were 26-29 years old and 39 were younger than 30 years old.

  199 workers, 6 employees, 4 officials, 1 transport worker, 7 agricultural workers, 1 secondary special student, 8 previously registered, 1827 unemployed people, 2549 were males, 69 were females, 73 were foreign citizens, including 7 CIS citizens. 55 foreigners are citizens of the Islamic Republic of Iran, 4 - Georgia, 3 - Russia, 3 - Turkey, 4 - Ukraine, 2 - Pakistan, 1 - Brazil, 1 - Brazil. 613 kg of various types of drugs were seized from foreign citizens.

  According to the report of the Republican Narcology Center of the Ministry of Health on 31 December 2018, the Center registered 31,432 people, of which 26,346 were dispensaries and 5086 were preventive registrations. Of these, 626 are women, 227 are toxicants, and 21,872 (501 women) are injecting drug users.

  During the first 9 months of 2019, 3947 people were screened for drug use and 2091 drug use was detected, and they were registered.

  According to the AIDS Center of the Ministry of Health, 9.9% of HIV infections among Azerbaijani citizens were recorded during 9 months of 2019, and in general, between 1987 and 1 October 2019  41.1% of cases were caused by injection drug use.

  Of the 7,932 HIV-infected individuals identified since 1988, 3258 patients were injection drug users, of which 2564 (79.3%) were registered in the dispensary.

  At the same time, it should be noted that there is a decline in the number of new cases of HIV addiction in the country. In the first 9 months of 2019, 68 (13%) of 524 Azerbaijani citizens infected with HIV became injection drug users.
