The results of the fight against illicit trafficking of drug, psychotropic substances and their precursors in the country for 5 months of 2020 were analyzed and summarized by the Permanent Working Group of the State Commission on Combating Drug Abuse and Illicit Drug Trafficking.
During the analysis, it was determined that during 5 months of the current year, law enforcement agencies revealed 2435 facts in the field of drug control, of which 918 were illegal sale of drugs, 1402 were illegal acquisition and possession, 80 were illegal cultivation  of narcotic plants and 35 were related to other crimes.
      According to the revealed facts, 1 ton 364 kg 100.2 grams of various drugs and psychotropic substances were seized from the illicit trafficking.
The confiscated drug and psychotropic substances consisted of 336 kg 151.8 grams of marijuana (24.6%) , 160 kg 694.7 grams of opium (11.8%), 753 kg 388.1 grams of heroin (55.3%), 18 kg 877.6 grams of hashish (1.4%), 94 kg 594.4 grams of psychotropic substances and others (6.9%),   .
    In comparison with the same period last year the age weight of 15 tons 263 kg of wild-growing 54,537 number of narcotic plants were found and destroyed by the relevant agencies. Age weight of 491 kg 300 g of hemp, 1 kg 700 g of poppy-drug containing plants were identified  and handed over to the investigation bodies for taking procedural measures.
     1435 people were prosecuted, including 4 people aged 16-18, 122 people aged 18-25, 250 people aged 26-29, and 1059 people over 30 years old. Of those ,prosecuted  were 54 workers, 2 were financially responsible, 1 was a transport worker, 2 were agricultural workers, 395 had previously committed crimes, 7 were previously registered, 961 were unemployed and 1,398 were men, 37 women, 42 were foreign citizens. Of the foreigners, 25 are citizens of the Islamic Republic of Iran, 10 are citizens of the Russian Federation, 6 are citizens of Georgia and 1 is a citizen of Pakistan.
In total, 115 of the criminal facts revealed by law enforcement agencies were committed through smuggling, and 636 kg of various drugs were seized from the illicit trafficking.
     In addition, 178 criminal cases were committed in groups and 429.7 kg of drugs and 43 kg of psychotropic substances were confiscated from the illicit trafficking.
At the same time, 336 kilograms (24.6%) of 1 ton 364 kg 100.2 g of drugs seized from illicit trafficking was light marijuana.
    The analysis shows that the number of crimes registered during the first 5 months of this year compared to the same period last year increased by 325 facts, the weight of drugs seized was 54.7 kg, the number of group crimes increased by 65 facts, the number of crimes committed by former offenders increased by 147 facts, the number of prosecuted people raised by 234 times, but the number of prosecuted foreign nationals decreased by 43 people, and the number of registered crimes related to smuggling decreased by 49 facts.
According to the Republican Narcology Center of the Ministry of Health for December 31, 2019, there are 32,921 registered drug users in the Center, of which 27,574 are dispensaries and 5,347 are prophylactically registered. 641 of them are women, 249 are drug addicts, 22871 (512 women) are injecting drug users.
     During 5 months of 2020, 2054 people were admitted to the Republican Narcology Center for inpatient treatment. Of these, 359 were “Mental and Behavioral Disorders as a Result of Alcohol” (F10), 1190 were “Mental and Behavioral Disorders Related to Opioids” (F11), 13 were “Mental and Behavioral Disorders Related to Cannabinoids”, 3 were “Sedatives and Sleepers related mental and behavioral disorders ”(13), 14 were “ Mental and behavioral disorders related to the use of other stimulants (including caffeine) ”(15), 465 people were “ Mental and behavioral disorders related to the use of several drugs and psychotropic substances at the same time disorders ”(19).
During the reporting period, the Ministry of Justice provided forensic medical examination of people sent to the Republican Narcology Center, and a total of 1,405 people passed the medical examination. 988 of them received compulsory drug treatment. During the first 5 months of 2020, the total number of drug addicts in compulsory treatment at a civilian drug treatment facility was 16.  

Due to the decision No. 21 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 26, 2006,  the "Conditions and Rules for the application of alternative treatment programs used in the treatment of drug addicts" approved in our country. These programs are aimed at preventing the spread of HIV / AIDS among injecting drug users. At present, 563 patients are being treated under the Methadone Replacement Treatment Program at 4 sites. 155 of them are in the RNC, 335 in the AIDS Center, 73 people are in Sumgayit Inter-District Narcological Dispensary.
