The results of the fight against illicit trafficking of drugs, psychotropic substances and their precursors in the country for 6 months of 2020 were analyzed and summarized by the Permanent Working Group of the State Commission on Combating Drug Abuse and Illicit Drug Trafficking.
It was determined that 2893 facts were revealed by law enforcement agencies in the fight against drugs during 6 months of this year. Of them, 1,015 were related to the illegal sale of drugs, 1,665 to the illegal acquisition and possession, 170 to the illegal cultivation of narcotic plants, and 43 to other crimes.
According to the revealed facts,generally confisticated illicit trafficking were 2 tons 309 kg 543.2 grams of drugs and psychotropic substances, 1 ton 460 kg 615.3 grams of heroin (63.2%), 524.2 kg of marijuana (22, 6%), 168 kg 675.3 grams of opium (7.3%), 20 kg 469.8 grams of hashish (0.8%), 394 grams of cocaine (0.01%) drugs, 135 kg 091.2 g of psychotropic substances and others (5.8%).
Also, during the reporting period, with the participation of representatives of relevant agencies, 271,712 wild drug-containing plants weighing 90 tons 163 kg 710.6 grams (+16 tons 271 kg 409 grams) were identified and destroyed in accordance with the relevant rules from 926.5 hectares.
1933 people were prosecuted, including 4 people aged 16-18, 170 people aged 18-25, 341 people aged 26-29, and 1418 people aged 30 and over.
Of those prosecuted, 85 were workers, 2 were transport workers, 3 were agricultural workers, 9 were previously registered, 545 had previously committed crimes, 1,307 were unemployed, 1,890 were men and 43 were women,49 were foreign citizens.
.Of the 49 foreign nationals prosecuted 25 were citizens of the Islamic Republic of Iran, 8 of Georgia, 13 of Russia, 2 of Kazakhstan and 1 of Pakistan. 448.3 kg of various drugs, 13 kg 314.8 g of psychotropic substances, 950 g of pills, 98 kg 028.7 g (635 pieces) of hemp were seized from them.
The total number of people convicted of drug and psychotropic substance trafficking is 4,732, the number of people arrested for such crimes over the past six months is 1,661, and the number of convicts sentenced to compulsory drug treatment is 2,740.
Law enforcement agencies revealed 143 facts related to the smuggling of drugs into the country, 1 ton 289.1 kg of various drugs and psychotropic substances were seized from the illicit traffic due to the facts.
In total, 194 crimes were committed in groups and 769.6 kg of drugs were seized from the illicit traffic.
822 of the registered crimes were committed by previous criminals and 208.4 kg of various drugs were seized from them.
The analysis shows that compared to the first half of last year, the number of facts revealed by law enforcement agencies related to illicit trafficking on drugs and psychotropic substances during the relevant period of the current year was 340, the number of facts related to illegal sale was 308, the number of facts related to the illegal cultivation of narcotic plants was 13 cases, the number of crimes committed as a group was 47 facts, the total weight of drugs seized from the illicit traffic was 658 kg 793.9 g, the age of the drug plants identified in the wild was 16 tons 271 kg 409 g, the number of convicted people increased by 250, the number of people aged 16-18 decreased by 1, and the number of prosecuted foreign citizens decreased by 7.
Although the number of facts related to smuggling decreased by 108 facts, the weight of drugs seized from illegal trafficking exceeded 400.4 kg.
During the reporting period, 10,832 people underwent medical examinations to determine all types of intoxication. 3101 of them were examined for drug use, 1759 users were identified and registered. At present, 583 patients are being treated (at the Republican AIDS Center (345, the Republican Narcology Center - 165, Sumgayit Narcological Dispensary - 73) in 3 points of the alternative treatment program.
Forensic drug-medical examination of people sent to the Republican Narcology Center by the Ministry of Justice was provided and only 1794 people passed the examination. 1228 of them were prescribed compulsory drug treatment, and the total number of drug addicts in compulsory treatment at a civilian drug treatment facility is 12.
According to the Center for Combating AIDS of the Ministry of Health, 15.8% of cases of human immunodeficiency virus (HIV) infection among Azerbaijani citizens in the first six months of 2020, and generally 40.3% cases of infection from 1992 to July 1, 2020 occurred as a result of injecting drug use.
In total, 3344 out of 8408 people (3260 men, 74 women) diagnosed with HIV since 1988 were injecting drug users, of which 2605 (78.8%) were registered in dispensaries. In total, 6,096 people are registered as carriers of Acquired Immune Deficiency Syndrome (AIDS). The total number of people who died of HIV infection since 1988 was 1,093.
It should be noted that the number of new HIV infections in the country is declining. Of the 273 HIV-infected Azerbaijani citizens detected in the first six months of 2020, 43 of them were injecting drug users.
