Information on the end of January-June 2024 on the fight against drug addiction and illegal drug trafficking

 The results of the fight against drug addiction and the illegal circulation of narcotics, psychotropic substances and their precursors during January-June 2024 were analyzed and summarized in a comparative manner by the Permanent Working Group of the State Commission.

 A total of 5,675 criminal facts were discovered as a result of the complex investigative measures implemented by law enforcement agencies in the field of combating drug addiction and illegal drug trafficking. 1734 of them were related to illegal sale of narcotic drugs, 3822 were related to illegal acquisition and storage of narcotic drugs, 116 were related to illegal planting and cultivation of narcotic plants, and 3 were related to other crimes.

According to the discovered facts 3 tons, 722 kg, 642, 725 g of narcotics and psychotropic substances confiscated from illegal circulation, of which  431 kg 354,395 g was heroin, 2 tons 931 kg 754,672 g was marijuana, 94 kg 096,434 g was opium, 27 kg 564,001 g was hashish, 131 kg 365,203 g was psychotropic substances, 106 kg 508,02 g was other drugs. Also, during the specified period, 13,560 pieces of methadone, 6,251 pieces of hemp bush, 502.4 grams and 2 pieces of powerful and 2 kg 174.5 grams of toxic substances were taken from illegal circulation.

 2,083,830 wild narcotic plants from 648 hectares were identified and destroyed accordingly with the participation of representatives of the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan, the Ministry of Agriculture of the Republic of Azerbaijan, the State Border Service of the Republic of Azerbaijan and other relevant institutions during the reporting period, with the organization of the Ministry of Internal Affairs of the Republic of Azerbaijan.

 The total value of 3 tons 722 kg 642,725 g of narcotics and psychotropic substances removed from illegal circulation is estimated as 101 million 013,000 thousand AZN.

 3881 people were brought to criminal liability related to illegal drug trafficking, among them 1 person was under 16-18 years old, 295 people were  under 18-25 years old, 621 people were under 26-29 years old, and 2964 people were over 30 years old. 3758 of those persons were men and 123 were women. 38 of the persons brought to criminal responsibility were citizens of foreign countries.

 A total of 103 kg 676.1 g of various types of narcotics and psychotropic substances were taken from the 38 citizens of foreign countries who were involved in responsibility.

Law enforcement agencies discovered 117 facts related to the smuggling of narcotic drugs and psychotropic substances into the territory of the country, according to those facts, 1 ton 089 kg 886,725 g of narcotic drugs and psychotropic substances, 13,560 methadone pills were removed from illegal circulation.

 In total, 169 of the detected crimes were committed in a group, and according to those facts, 1 ton 121 kg 645.6 g of narcotic drugs, psychotropic substances and 40.9 g of powerful substances were confiscated from illegal circulation. 1509 criminal acts were committed by previously convicted persons and 1 ton 226 kg 906.8 g of various types of narcotics and psychotropic substances were confiscated from them.

 The analysis shows that, compared to January-June of last year, during the corresponding period of 2024, the number of facts discovered by law enforcement agencies related to the illegal circulation of narcotic drugs and psychotropic substances was 206, the number of facts related to the illegal sale of drugs was 314, the number of narcotic plants the number of facts related to illegal cultivation was 50, the number of other types of criminal facts was 26, the number of crimes related to smuggling was 25 facts, the weight of drugs removed from illegal circulation was 900 kg 385,302 g, and the number of persons brought to responsibility decreased by 396 people.

 At the same time, the number of facts related to the illegal acquisition and possession of drugs without the purpose of sale has increased by 184 facts, and the number of group crimes has increased by 34 facts.

 In the current year, the Commission for the Destruction of Confiscated Narcotics, Psychotropic Substances and Their Precursors issued a decision to destroy 3 tons, 430 kilograms of various types of narcotic drugs, psychotropic substances, 62,700 pills, 58,860 pieces of narcotic hemp plants, and 3,877 pills, 19,341 capsules, 24 vials, 4 ampoules, 81,446 g of powerful substances were destroyed by burning:

 Also in accordance with the legislation in 27 cities and regions, 20 kg 840,742 g of various types of narcotic drugs and psychotropic substances, which were confiscated in small and large quantities and ordered to be destroyed by 1172 court verdicts and also 188 hemp plants were destroyed by burning by city and district commissions.

 The Ministry of Internal Affairs of the Republic of Azerbaijan directed 41,932 people to the National Narcology Center of the Ministry of Health of the Republic of Azerbaijan to identify all types of intoxication. Out of 1359 people who were medically examined to determine the use of drugs, 907 people were found to be drug users, and necessary measures were taken in this regard.

 According to the information provided by the Republican AIDS Center, there is a decrease in the number of new cases of human immunodeficiency virus infection among drug addicts in the country. During the past 6 months, 736 people were infected with HIV. 723 of them were citizens of Azerbaijan, and 13 were foreigners. Among the citizens of Azerbaijan, 33 people (5.4%) were injection drug users.

 The "802" hotline phone call service received 698 citizen appeals, of which 70 were related to illegal drug trafficking, 76 related to drug addiction treatment, and 552 related to other issues (re-applying, explaining the terms of the legislation, procedures for compulsory treatment, etc.). 146 letters have been addressed to the relevant authorities to take appropriate measures on the mentioned appeals.

 In order to prevent the spread of narcotics and drug addiction through the call service, coordination with the relevant organizations and citizens was ensured in an efficient manner, relevant criminal cases were opened based on the information provided on the illegal circulation of narcotics, and large quantities of narcotics were taken from illegal circulation, drug users were referred to specialized medical institutions for treatment based on their voluntary requests, psychological support was given to families suffering from drug addiction, and the provisions of the current legislation were explained and necessary recommendations were given.

 During the reporting period, a total of 68 events (48 educational and organizational events, 11 trainings, 6 social projects, 1 marathon and participation in 2 TV programs) were organized involving the relevant government agencies by the Working Group of the State Commission.
