of Deputy Prime Minister of the Azerbaijan Republic, Head of the State Commission of the Republic of Azerbaijan on Struggle with the Drug Abuse and the Illegal Drugs Trafficking

Dear citizens!​

Broadening of drug abuse being a human being problem turned to the issues which solution is important; our state joined to fundamental international struggle in the direction of elimination of this problem by mobilizing all forces and opportunities, the necessary legislation base was established in the frame of conducted works In this sphere, institutional reforms were conducted, Azerbaijan joined to the appropriate international documents and initiations.

The problem was firstly reflected in the Order No.485 dated on August 26, 1996 of National Leader, president of the Republic of Azerbaijan Haydar Aliyev “On events against Drug Abuse andillegal drug dispensing”. Provision of socio-economic stability in country, protection of health, well-being and moral-ethical values of persons, struggle against Drug Abuse andillegal drug dispensing was determined as state duty.

This strategic course is continued successfully by Mr. Ilham Aliyev, the president of the Republic of Azerbaijan, “State Program on 2013-2018 years on struggle against Narcotic drugs, Psychotropic substances and illicit trafficking of their precursors and Drug abuse” was approved, which is the forth and covers the period up to 2018 by the purpose of provision of struggle in this sphere the decree, within the execution period of the program the positive results were obtained in the direction of preventing the illicit traffic of narcotic drugs and drug dispensing

 The indicators related to illicit traffic of narcotic drugs in Azerbaijan are not in the dangerous level, also they are not in insignificant extent. One of the aspects of the problem creating the concern is attraction of juniors and women to the dirty works as drug abuse and drug trafficking. It is known that owning the sufficient rich resources of drug lords, undermining the political foundation of countries, striving for hegemony are the events that have not the precedents. No one can guarantee that we will not meet such severe threat in case of losing the public insight of our society.

Because of not meeting with such dangers, all of the society should know that narcomania - is a most unwanted infectious diseases in which the humanity is helpless, it is an abuser of health, morality, joy, happiness, the most pure feelings, in one word the humanity. That is why, the most sacred duty of each human race regardless of religion, language, race, nationality – is actively conduct a struggle against this problem that is abuser of humanity. To be possible to protect the future generations from the horrible danger of narcomania in third millennium by the way of joining the efforts of progressive mankind.

Taking into consideration the great danger for future of mankind by illicit drug trafficking considered as one of the challenges of XXI century and the terrorism acting as the most strict threats for international danger by being the financial source, I challenge each of yours to protect our future and actively struggle against this problem.
