Information on the results of the fight against illicit trafficking of drugs, the psychotropic substances and their precursors during the last three months of the 2017 year

   Information on the results of fight against the illicit trafficking of drugs, the psychotropic substances and their precursors during the last three months of the 2017 was generated by the Working Group of the State Commission on Fight against Drug abuse and Illicit Trafficking of Drugs. During the last three months of the 2017, the law enforcement agencies dealing with fight on the drugs discovered 910 facts. The 244 of them were for selling of drugs, the psychotropic substances and obtaining of their precursors, storage, transportation, transfer or selling of narcotics. The 644 of them were without intent of selling drugs, psychotropic substances, and illegal obtaining of their precursors, and the storage. The 6 of them were for planting of the narcotic related weeds, the 16 of them were others.

   According to the revealed facts, the 328 kg 780,336 gr different sorts of the drugs are confiscated. There were 258 kg 046,736 gr marihuana (78, 5%), 50 kg 854, 54 gr opium (15, 5%), 18 kg 451, 96 gr heroin (5, 6 %), 983, 3 gr hashish (0,3%), 9,8 gr others and the 434 gr psychotropic substances (0,1%) 1517 pills) among the confiscated drugs were psychotropic substances and their precursors.

   There were 639 people arrested for the criminal liability. One person was under 18 years old, the 57 of them were between 18-25 years old, the 87 of them were between 26-29 years old, the 494 of them were more than 30 years old people, the seventh of them were workers, the one was officer or a responsible person, and the 578 of them were unemployed people. The 630 were men, the 9 were women, and the 7 persons were foreign citizens.

   In general, the law enforcement agencies confiscated more than 5 kg narcotics and the psychotropic substances.

   One of the foreigners was citizen of the Iran Islamic Republic, the 3 of them were from Georgia, and the 3 of them were from Russian federation.

   According to the National Drug Centre of the Ministry of Health, 29.448 persons registered at the Centre until 31.12.2016. The 24.056 persons of them were under dispensary treatment, and the 5.392 persons of them were under prophylactics registration. It is worth to note that 5 persons were under 18 years old, 612 persons were women, 183 persons were toxicomanes, the 20.576 persons were (459 persons were women) injecting drug users. During the 2016 year the 2.142 were newly registered and the 1.249 persons were removed from the registration.

   During the last three months of the current year, the 7256 persons passed a medical examination to determine the incidence of all types of alcohol among the sent persons by the Ministry of Internal Affairs to the National Drug Centre of the Ministry of Health. The 403 persons of them passed a medical examination for using of drugs and the 252 persons of users are taken to relevant registration.

   Also, during the first three months of the current year, the 833 persons were received for the stationary treatment. The 308 of them were hospitalized due to the “mental and behavioural disorders as a result of alcohol consumption” and the 519 persons were received to the treatment for the diagnostics of the “mental and behavioural disorders as a result of the adoption of opioids”.

   According to the National Drug Centre of the Ministry of Health, during the first three months, the 108 persons were revealed due to the HIV infections, the 107 of them (99%) were Azerbaijan citizens, and the one (1%) were foreigners.

   Ministry of Justice sent 545 persons to the National Drug Centre of the Ministry of Health for the drug abuse forensic medical examination. The 369 persons of them are determined for the obligatory treatment for drug abuse.

   In general, since the 01 April 1987 when the first HIV discovered in Azerbaijan until 2017, the 6293 persons were registered at the National Drug Centre due to the HIV infections. The 6086 of them (96.7 %) were Azerbaijanis, and the 207 of them were foreigners. The 4649 (73,8%) of them were men, and the 1644 (26,2 %) were women.

   Among the HIV confirmed 6293 persons, the 2979 occurred due to the using of drugs and the 2190 (74, 5 %) were under dispensary registration.

   The general numbers of the HIV infected patiens were 3653 until 01.04.2017. The 1677 persons of them were INI. There were 115 persons among the patients who are attracted to the ART and the 24 of them are diagnosed with INI.
